We are proposing housekeeping amendments to the Blacktown Development Control Plan 2015 and invite you to comment on the draft changes.

Why are we proposing amendments to the Blacktown Development Control Plan 2015?

The amendments will align the Blacktown Development Control Plan 2015 with relevant state legislation, standards and policies and our own adopted policies and strategies in relation to flooding and stormwater management, tree and vegetation management, biodiversity and urban heat. The changes relate to four chapters of the Blacktown Development Control Plan 2015.

Part A - Introduction and General Guidelines

Part C - Development in the Residential Areas

Part E - Development in the Industrial Areas

Part H - Landfill Guidelines

Flooding and stormwater management

Amendments in relation to flooding and stormwater management are the result of Council’s adoption of the Blacktown Overland Flow Flood Study in 2024 and the NSW Government’s 2023 update to its Flood Risk Management Manual.

Tree and vegetation management

Amendments in relation to tree and vegetation management and biodiversity will ensure compliance with current legislation, provide more comprehensive and detailed information, and implement our Tree Management Strategy and Tree Management Policy.

Urban heat resilience

Amendments in relation to urban heat resilience will ensure new development complies with a minimum Solar Reflexivity Index, in line with Council’s adopted 'Responding to climate change' policy, which was updated in 2024. This will also support property owners to meet minimum BASIX requirements through a low-cost, simple design measure.

The proposed amendments, a summary of changes and an explanation of changes can be downloaded from this webpage under Documents in the column to the right.


The text in the proposed amendment is colour coded and shows the draft changes as:

Red text – to be deleted

Green text – new text

Blue text – text from the existing DCP, that has been moved to a different location
