As one of Australia’s fastest-growing cities, Blacktown City is projected to reach over 600,000 residents by 2050. We are transforming Blacktown Central Business District (CBD) to grow investment, business, job and mixed-use opportunities for our community. The Blacktown CBD is the area bounded by Sunnyholt Road, Third Avenue, Balmoral Road and Newton Street.

Transforming Blacktown CBD will become a dynamic mixed-use, pedestrian-friendly precinct with major public urban spaces and civic, commercial, health, education, retail, community and residential uses. This will provide equitable access to community, arts and cultural facilities for the growing population.

This transformation will also help boost employment and economic growth that will contribute to a liveable and vibrant economy for a prosperous Blacktown City. By actively engaging with our community and leveraging our growing, vibrant economy, Blacktown City is uniquely positioned to shape the future of Western Sydney and enhance the broader metropolitan region’s development through sustainable and community-focused growth.

Draft Development Control Plan

The Draft Blacktown Development Control Plan 2015 – Part Q Blacktown CBD provides detailed development controls to support and guide development on land in the southern portion of the CBD as shown on the map below. This land is generally bounded by Alpha Street, Flushcombe Road, Kelso Lane, Colo Lane and Newton Road. The controls promote excellence in design and public spaces in the Blacktown CBD, ensuring development delivers outstanding urban design, architecture, landscape, and sustainability. This will provide economic growth, ensure residents, visitors and workers have access to infrastructure, education, health, and open space in the CBD. It will also enable major government and private investment to realise our City’s economic potential to transform the CBD.

We are preparing Part Q in stages and will further add controls to apply to the whole CBD over time, replacing Part D. The first stage of Part Q focuses on the southern section of the CBD only.

This draft Development Control Plan aligns with broader metropolitan strategies while providing detailed direction for local land use decisions. Part Q responds to the NSW Government’s Central City District Plan action to enhance and protect the Blacktown commercial core.

Blacktown Development Control Plan 2015- Part D - Development in Business Zones currently guides development in the Blacktown CBD in addition to the provisions within the Blacktown Local Environmental Plan 2015. This new draft Development Control Plan will replace outdated controls in Part D for the southern portion of the CBD to ensure high-quality, sustainable mixed-use development is delivered and transform the CBD.

This draft Development Control Plan supports planning control changes we made to the Blacktown Local Environmental Plan 2015 in 2020 for land zone, height of buildings, design excellence, and additional controls in Blacktown CBD to create a strong mixed-use centre.

How to make a submission

Draft Blacktown CBD Development Control Plan – Part Q is on exhibition from 5 September to 17 October 2025.

Submissions on this draft Development Control Plan for the CBD should be made in writing on or before 17 October 2025.

The draft Development Control Plan and additional information can also be downloaded from this webpage under Documents in the column to the right.

You can make a written submission using any of the following:

  • Mail to Chief Executive Officer, PO Box 63, Blacktown NSW 2148 with reference F24/1184

Council will consider written submissions made during the exhibition period before it makes a final decision. Any information included in submissions may be made available to third parties in accordance with relevant legislation.
