We have prepared a draft Plan of management for community land within the Blacktown Showground Precinct. The Precinct includes Crown land and Council-owned land, and applies to:

  • Council reserve 20 – Blacktown Showground
  • Council reserve 21 – Francis Park, and
  • Council reserve 854

The draft Plan of management, which is required under the Local Government Act 1993 and the Crown Land Management Act 2016:

  • proposes to categorise part of the land for ‘park’ and part for ‘general community use’
  • sets out the objectives and performance targets for management of the land
  • authorises the use of the land for various purposes, including tenures and facilities on the land.

We invite your comments on the proposed categorisation of land and the draft Plan of management. You can view and download the draft Plan from Documents.

You can also read a hard copy of the draft Plan of management at Council’s Customer Service Centre at 62 Flushcombe Road Blacktown.

You can leave your comments or make a submission on the draft Plan of management up to Thursday 19 June 2025 on Council’s website or by emailing the contact person below.

Council will hold a public hearing into the categorisation of land at 6pm on Thursday 12 June 2025 at Council’s Administration Centre.
