Blacktown City Council has released the Request for Tender (RFT) for the Transformational Projects Construction Panel Contract.
This is to establish a panel of pre-qualified construction contractors capable of delivering major construction works for a suite of transformational projects over the next five years, through a select tender process.
This RFT represents the sole opportunity for interested companies to be considered for tendering on individual projects under this program.
The unprecedented amount of development that is planned to take place over the next few years, and will transform the face of Blacktown City, includes, but is not limited to, the projects specified below:
The Seven Hills Community Hub
The Revitalisation of the Mount Druitt Hub
The Expanded Mount Druitt Police Citizens Youth Club (PCYC)
The Renewed Mount Druitt Swimming Centre
The Renewed Blacktown Aquatic Centre
The First Nations Cultural Hub in Mount Druitt
The Leo Kelly Blacktown Arts Centre
Mount Druitt Town Centre – public domain and streetscape work
The Rooty Hill new Council office building (subject to future Council decisions)
Blacktown CBD new Council office building (subject to future Council decisions)

Industry briefing for Council’s Transformational Projects Construction Panel Tender
In addition to the above, Blacktown City Council is hosting a non-mandatory industry briefing for the RFT.
Date: Wednesday 21 May from 10.30 am to 1.30 pm Location: to be confirmed upon registration.
Please register your attendance via the form below. Registrations close at 5 pm Friday 16 May 2025. We strongly encourage attendance by the managers who will be directly involved in preparing the bid. Please note attendance is limited to a maximum of two representatives per organisation.
