This Planning Proposal applies to land at Part Lot 24 and Lot 25 DP 250595, Mount Street, Mount Druitt.

This Planning Proposal seeks to:

  • rezone Lot 24 DP250595 from RE1 Public Recreation to MU1 Mixed Use under Blacktown Local Environmental Plan 2015
  • reclassify public land (Lot 24 and Lot 25 DP 250595) from Community to Operational land under the Local Government Act 1993
  • discharge the public interest and Positive Covenant associated with the requirements for recreational uses
  • align the new zone boundaries to the proposed title boundaries.

This Planning Proposal implements the Mount Druitt Town Centre Masterplan, which seeks to deliver a vibrant and safe public domain space with quality community facilities and infrastructure. The proposed community facilities in the masterplan will service the growing community in Mount Druitt, with equitable access to public domain space, recreational facilities, and services. The realignment of Chris Murphy Walk will provide greater vehicular connectivity and a safer pedestrian experience throughout the town centre.

This Planning Proposal will result in a new developable site to contribute to the Mount Druitt Town Centre.


Public Exhibition - Submissions:

The Planning Proposal was on public exhibition from 21 October to 18 November 2025.

Council was accepting written submissions and/or requests for further information via any of the following:

  • the online survey below
  • emails to council@blacktown.nsw.gov.au with reference LEP-25-0002 Submission to the Mount Street, Mount Druitt Planning Proposal.
  • mail to the Chief Executive Officer, PO Box 63, Blacktown NSW 2148 with reference LEP-25-0002 Submission to the Mount Street, Mount Druitt Planning Proposal.

All submissions to Council closed on 18 November 2025.


Public Hearing

An Independent Public Hearing into the reclassification of Lots 24 and 25 DP 250595, Mount Street, Mount Druitt was required in accordance with the NSW Local Government Act 1993 and the Environmental Planning and Assessment Act 1979.

A Public Hearing provides the opportunity for the community to present their views on the Planning Proposal to an independent person.

Notice of the Public Hearing was provided on 19 November 2025, inviting the public to the public hearing on 11 December 2025. Notice was given via letters to landowners and occupiers in the area and on this page.

The Public Hearing was independently chaired and conducted by John O'Callaghan, JOC Consulting, who is neither an officer of Council nor a Councillor.

Independent Report:

The Chairperson has prepared the Independent Chair report from the Public Hearing, which will be presented to Council for its consideration before Council determines the Planning Proposal. The report can be viewed on this page, and a hard copy of is also available to view at Council’s Civic Centre, 62 Flushcombe Road, Blacktown 2148.

What happens next?

Council officers will now report the Planning Proposal, with the Independent Chair report, to a Council Ordinary meeting for consideration and determination. The Ordinary Council meeting is open to the public.
