Exhibition of Planning Proposal

This Planning Proposal applies to the following land in Seven Hills:

  • Lot 200 DP 203575, Boomerang Place, Seven Hills
  • Lot 201 DP 203575, 4 Boomerang Place, Seven Hills
  • Lot 194 DP 35708, Boomerang Place, Seven Hills
  • Lot 141 DP 35708, 17 First Avenue, Seven Hills
  • Lot 142 DP 35708, 19 First Avenue, Seven Hills

The Planning Proposal seeks to:

  • rezone and amend the height of buildings under Blacktown Local Environmental Plan 2015
  • reclassify land from Community to Operational land under the Local Government Act 1993
  • discharge the public interest with the requirements for reserve and open space recreation uses

This Planning Proposal facilitates the delivery of the Seven Hills Community Hub, which is a transformational project funded by the NSW Government’s Western Sydney Infrastructure Grant program.

Make a Submission:

The Planning Proposal will be on public exhibition from 7 April to 5 May 2026.

Public Hearing Notice

You are invited to attend a public hearing to discuss the reclassification of Lot 194 DP 35708, Boomerang Place, Seven Hills from Community Land to Operational Land and remove public interests in the land. The purpose of the public hearing is to give interested persons the opportunity to have their say on the proposed reclassification of land.

Lot 194 is currently zoned RE1 Public Recreation under Blacktown Local Environmental Plan 2015.

Date: 15 June 2026

Time: 6 pm

Location: Blacktown City Council, 62 Flushcombe Road, Blacktown (Level 5)

Please note:

  • The Council building is closed to the public between 8.30 am and 4.30 pm
  • The staff car park will be available and can be accessed via our Campbell Street entry
  • When you arrive, please proceed to the security office, located at the rear entrance.

Any person may attend the public hearing and choose to speak or simply observe.

An independent planning consultant will chair the public hearing, provide information about the proposal and listen to any feedback the attendees may have. They will report the feedback to Council following the public hearing.


Independent Report - Public Hearing for Seven Hills Community Hub Planning Proposal.

An Independent Public Hearing into the reclassification of Lot 194 DP 35708, Boomerang Place, Seven Hills was held on 15 June 2026 in accordance with the NSW Local Government Act 1993 and the Environmental Planning and Assessment Act 1979.

The Chairperson has prepared a report from the Public Hearing which will be presented to Council for its consideration before Council determines the Planning Proposal. The report can be viewed on this page under documents.

The Public Hearing provided the opportunity for the community to present their views on the Planning Proposal to an independent person. The Public Hearing was independently chaired and conducted by Sandy Hoy, Parkland Partners, who is neither an officer of Council nor a Councillor.

What happens next?

Council officers will now report the Planning Proposal, with the Independent Chair report, to a Council Ordinary meeting for consideration and determination. The Ordinary Council meeting is open to the public.
