Request for Proposal (RFP) for program and office space in The Sargents Centre, 9-13 First Avenue, Blacktown.

The facility was specifically developed for use by disability services and members of the community living with disability. As such, the centre is an important council asset that supports the implementation of the Blacktown City Disability Inclusion Action Plan.

Blacktown City Council (Council) is keen to re-energise the service offering from the site and is seeking expressions of interest from registered disability service providers wishing to collaborate in the delivery of a suite of complementary services in and from the centre.

To support such services, the venue offers a range of facilities including offices, an activity garden with accessible swing, a sensory room, meeting room and activity space.

How to make a proposal

The public notification period will run from Friday 21 August 2026 to Friday 18 September 2026.

Written proposals must be received by 5pm on Friday, 18 September 2026.

Proposals must be made in writing to: Chief Executive Officer

Proposals can be:

  • Posted to: PO Box 63, Blacktown NSW 2148
  • Hand delivered to: Blacktown Council Civic Centre – 62 Flushcombe Road, Blacktown
  • Emailed to: community.facilities@blacktown.nsw.gov.au
