Independent Report - Public Hearing for Kalunga Lane, Rooty Hill, Rooty

An Independent Public Hearing into the reclassification of Lot 7 DP 231084, Kalunga Lane, Rooty Hill was held on 26 June 2025 in accordance with the NSW Local Government Act 1993 and the Environmental Planning and Assessment Act 1979.

The Chairperson has prepared the attached report from the Public Hearing which will be presented to Council for its consideration before Council determines the Planning Proposal.

A hard copy of the Public Hearing Report is also available to view at: Council’s Civic Centre, 62 Flushcombe Road, Blacktown 2148

The Public Hearing was held due to the Planning Proposal seeking to reclassify public land being Lot 7 DP 231084, Kalunga Lane, Rooty Hill, from ‘Community’ to ‘Operational’ land.

The Public Hearing provided the opportunity for the community to present their views on the Planning Proposal to an independent person. The Public Hearing was independently chaired and conducted by Jordan Kelly, JOC Consulting, who is neither an officer of Council nor a Councillor.

Council previously exhibited the Planning Proposal to reclassify Lot 7 DP 231084, Kalunga Lane, Rooty Hill from 26 February to 4 April 2025 and invited public submissions. More information regarding the Planning Proposal can be found here.

In addition, Council gave public notice for the Public Hearing on 21 May 2025 inviting the public to the public hearing on 26 June 2025. Notice was given through letters to adjoining landowners and on Council's Have Your Say page here.

The period for submissions on the Planning Proposal has now concluded.

What happens next?

Council officers will now report the Planning Proposal, with the Independent Chair report, to a Council Ordinary meeting for consideration and determination. The Ordinary Council meeting is open to the public.
