About the project

The NSW Department of Planning, Housing and Infrastructure has introduced new planning controls called the Low and Mid-Rise Housing Policy Stage 2. These planning controls will result in significant population increase along some town centres on the Mount Druitt to Toongabbie corridor, putting pressure on our existing infrastructure. These centres are Mount Druitt, Doonside, Blacktown and Seven Hills.

To ensure the best outcome for our community, Blacktown City Council is preparing a long-term plan for the Mount Druitt to Toongabbie corridor to determine where and how growth should occur and proactively plan for our future.

The Mount Druitt to Toongabbie Corridor covers six key areas: Mount Druitt, Rooty Hill, Doonside, Blacktown, Seven Hills and Toongabbie.

The Mount Druitt to Toongabbie Corridor Strategy will help Council plan these areas to ensure that new housing is supported by the transport infrastructure, open space, community services, local retail and employment our community needs.

Council has prepared a discussion paper to outline why we are doing this project and possible directions for the Corridor Strategy and future planning in these areas.

    The corridor strategy is a forward-looking, coordinated plan to determine where and how growth should occur. The strategy will help Council plan these areas to ensure that new housing is supported by the infrastructure our community needs.

    Council has prepared a discussion paper to outline why we are doing this project, background information, key ideas and possible directions for this strategy and future planning. Help us shape the city we all want to live in, work in and visit by reading the discussion paper and sharing your feedback.

    This survey will take approximately 5 minutes to complete. The survey is open until 11:59pm on Sunday 15 February 2026.
